The days between confusion and office hours
University is mostly self-directed, which is another way of saying that the gap between not understanding something and being able to ask someone about it is often several days long. Office hours are on Thursday; the problem set is due Friday; the confusion started on Monday. This exists to close that gap at the point it opens.
It is most useful on the material where you can nearly do it — where you follow the lecture and then stall on the problem set. That's a different problem from not knowing the topic, and it usually resolves in one session of being asked the right question rather than a week of re-reading the chapter.

Best on standardised core courses
First and second-year mathematics, physics, chemistry, statistics, economics and computing are consistent between institutions, and that's where coverage is deepest. A niche final-year module will get a capable general tutor working from your materials rather than one that already knows the course.
It does not know your marking scheme
It can help you understand and construct an argument. It can't tell you how your department weights it, what your lecturer wants to see, or what earned a first last year. Those questions belong to people at your institution.
It is not a route around the work
